Tides of Fortune: Implications for U.S.–China Military Competition
with Zack Cooper

Drawing on a decade of research and his experience in the White House and Pentagon, Zack Cooper explains how rising and declining powers adapt their militaries — and what history suggests about the future of U.S.–China competition.
