September's list is shaped by two anniversaries. Thirty years after Taiwan's first direct presidential election, both of Lin Hsiao-ting's archival histories of the Chiang Ching-kuo and Lee Teng-hui eras made the Chinese list; sixty years after the Cultural Revolution began, a biography of Mao Yuanxin, Zheng Yi's investigation of massacre and cannibalism in Guangxi, an expanded chronology of Kang Sheng, and Yang Kuisong's collected histories of the Chinese revolution sit alongside two testimonies of June Fourth. On the English side, Orville Schell's undercover account of China's forced-labor camps leads the way, joined by Audrye Wong on Beijing's economic statecraft and Francis Fukuyama's intellectual memoir. The fiction ranges from Qiu Miaojin's final novel and R. F. Kuang's Taipei Story to Kit Fan's London Chinatown, Julia Lovell's Monkey King, and a century of Korean short stories.

Inside China's Secret Prisons: An Undercover Exposé and Its Lasting Legacy

Orville Schell 夏偉 / Columbia University Press

In 1991, China analyst and journalist Orville Schell worked on an in-depth 60 Minutes investigation of the People's Republic's vast "reform through labor" camp system — revealing that goods made with forced labor were being surreptitiously and illegally sold to the United States. Working with a former prisoner, the team filmed inside penal colonies with hidden cameras and even caught prison officials selling products to CBS correspondents posing as American businessmen. Schell also confesses why he set aside his own account, originally written for The New Yorker: fear of reprisals against his Chinese-born wife, her family, and his career. The result is both a gripping piece of investigative history and a candid study of the self-censorship that Beijing's intimidation still produces — with fresh urgency in an age of Uyghur forced labor. Last Words from Montmartre (NYRB Classics)

Qiu Miaojin 邱妙津; translated by Ari Larissa Heinrich / NYRB Classics

When the pioneering Taiwanese novelist Qiu Miaojin took her own life in Paris in 1995 at the age of twenty-six, she left behind her unpublished masterpiece. Told through a series of letters that, Qiu tells us, can be read in any order, Last Words from Montmartre traces a passionate relationship between two young women — their awakening, their gradual breakup, and the devastating aftermath — leaping between Paris, Taipei, and Tokyo. At once a psychological thriller, a sublime romance, and the author's own farewell, it is a wrenching meditation on living between cultures, languages, and genders. Following Notes of a Crocodile on our August list, Qiu returns this month with her final, most luminous work.

Subversion and Seduction: China's Economic Statecraft

Audrye Wong / Oxford University Press

China has consistently sought to wield its economic clout in pursuit of geopolitical influence — but with far less success than is commonly assumed. Audrye Wong sorts Beijing's many inducements into two strategies, "subversive carrots" and "legitimate seduction," and shows that their effectiveness depends on the political setting of the target country, above all on its mechanisms of public accountability. Drawing on detailed case studies, extensive fieldwork, and a survey experiment, she diagnoses China's setbacks in gaining lasting geoeconomic influence while highlighting its successes in securing short-term transactional goals and driving wedges between and within countries — and emphasizes the role recipient countries themselves can play in constraining Beijing.

In the Realm of the Last Man: A Memoir

Francis Fukuyama / Farrar, Straus and Giroux

The author of The End of History and the Last Man turns, for the first time, to his own story. Fukuyama charts five decades of political and intellectual evolution: from the circle of students around Allan Bloom at Cornell to the halls of power in Washington and the RAND Corporation, and into private conversations with figures from Muammar Qaddafi to China's ruling elite. He recounts his family's history, including his relatives' internment with other Japanese Americans during the Second World War, and reflects candidly on his public break with the neoconservative movement over the invasion of Iraq. Returning to the ideas that have defined his work — recognition, thymos, trust, identity, institutions — he offers personal history as political history, illuminating the troubled fate of liberal democracy over the past half-century.

Monkey King: Journey to the West

Wu Cheng'en 吳承恩; translated by Julia Lovell 藍詩玲 / Penguin Classics

Before there was The Lord of the Rings, there was China's Monkey King. Sun Wukong — a shape-shifting trickster on a kung-fu quest for eternal life, beloved by fans of Dragon Ball and Black Myth: Wukong — is pinned beneath a mountain by the Buddha for raiding Heaven's Orchard of Immortal Peaches, and freed five hundred years later on one condition: to protect the pious monk Tripitaka on his fourteen-year journey to India in search of Buddhist sutras. Joined by Pigsy and Sandy, he survives eighty-one trials against dragons, ogres, wizards, and femmes fatales. Julia Lovell's lively one-volume translation captures what makes the most popular of China's Four Great Classical Novels endure: a rollicking adventure, a comic satire of bureaucracy, and a spring of spiritual insight.

The Last Free Women

Rebecca Blumenstein / Grand Central Publishing

Kabul, August 15, 2021. It was supposed to be Marwa's first day back at medical school; instead the streets filled with desperate crowds and the Taliban were hours away. As a top editor at The New York Times, Rebecca Blumenstein helped coordinate the evacuation of the paper's Afghan staff and their families — more than two hundred people, 124 of them resettled in the United States, the largest privately sponsored refugee group in modern American history. This book follows four remarkable young women — Marwa, Mursal, Maryam, and Samira — as they build new lives in a new land, language, and culture. Stories of resilience, setback, ambition, and joy, it asks what America owes those who seek freedom on its shores.
