The second volume records the history of Tan Furen and Zhou Xing's administration. Facing a severely fractured Yunnan society, Tan Furen, parachuted into Yunnan, continued to follow Beijing's tune: "drawing lines and taking sides", "political border defense", communization of border areas, and reclaiming land from the sea. The harmony and gentleness once sown by the Communist Party in the borderlands were all gone, leaving behind countless injustices and widespread hatred. The general himself was assassinated in the "017 Case" that shocked the whole country. Zhou Xing was once the "spy chief" of the CCP. The cruel inner-party struggle made him both fearful and unable to abandon himself. He painstakingly managed the mess left by his predecessor, but the new chaotic situation created by Beijing left him overwhelmed and exhausted. In the autumn of 1975, Zhou died of illness. Jia Qiyun was twice "provincial governor", and with many incidents in China, he became a typical "unlucky guy": the first time he was the secretary of the Guizhou Provincial Party Committee, he was overthrown as the province's biggest "capitalist roader" after only one year; the second time he was named by Deng Xiaoping to succeed Zhou Xing, but less than half a year later, he encountered the national "criticize Deng" movement, and Jia, unable to withstand the pressure from above, even handed over the "strategy" privately given by Deng as a "certificate of allegiance". After Mao Zedong's death, Jia's misfortune finally came. The bankruptcy of the Cultural Revolution provided an excellent opportunity for national reconciliation and transitional justice, but the large number of cases in Yunnan where "exposure, criticism, and investigation" used Cultural Revolution methods to clean up Cultural Revolution sins, indicates that history is destined to continue for a long time in the form of continuous revolution. The book concludes with the story of the educated youth that ended later: the suffering of educated youth from Sichuan and Chongqing, the hunger strike and railway lying of educated youth from Shanghai, and the tragedy of educated youth from Yunnan joining the army in foreign countries - synchronized with the bankruptcy of the revolution exported by the CCP, the unique encounters of those who fled abroad, performed the final elegy of the Cultural Revolution.
